Bathroom and Kitchen Permits in Fort Collins, CO

Bathroom and kitchen permits in Fort Collins, CO come down to one line: finish work such as tile, paint, cabinets and countertops is exempt, while alterations and anything that replaces or moves valves, pipes or wiring needs the City's residential remodel permit. This guide lays out both lists, the fee at real budgets and the paperwork, from the City of Fort Collins Building Permits page and Larimer County's permit guide.

Bathroom and kitchen permits in Fort Collins: what needs one

The City's Building Permits page lists "kitchen or bathroom alterations and layout changes" as residential remodel work, and it asks for a remodel or alteration permit, rather than separate fast-track permits, whenever more than one trade (plumbing, mechanical, electrical) is involved. In practice that covers:

  • Replacing or moving a shower or tub valve, or rearranging any supply or drain pipe.
  • Moving the toilet, sink, tub, shower or dishwasher.
  • New circuits: lighting, a heated floor, an island outlet, a range or a fan.
  • Removing or adding walls, or any change to framing.
  • Converting a tub to a shower, which moves both the valve and the drain.

What is exempt

The City exempts interior finish work: "painting, wallpapering, tiling, carpeting, cabinets, countertops and similar". It also exempts "repairing, maintaining, or replacing sinks, faucets, drains, showers, tubs and toilets, if no valves or pipes are replaced or rearranged." It adds a reminder worth keeping: permit exempt does not mean code exempt.

Paperwork and inspections

The City's submittal list for a residential remodel is short: the building permit application; a Homeowner Affidavit when the owner is doing the work; a Construction Waste and Recycling Declaration of Responsibility and a Construction Waste Management Report; and a Residential Energy Code Compliance Form if an unheated space becomes heated. Inspections follow the work: rough plumbing and electrical before walls close, then a final. Ask Building Services at 970-416-2740 which inspections your scope needs.

Outside the City limits

Fort Collins' rules stop at the City line. Unincorporated areas such as Laporte permit through Larimer County, whose guide lists renovations, most electrical and plumbing work and new or replacement water heaters as permitted, and painting, cabinet work, tiling, countertops, drywall and insulation as exempt. Towns such as Loveland run their own building departments; each town page names the office, and the service area page lists them all.

Do you need a permit to remodel a bathroom in Colorado?

There is no single Colorado answer: the city, town or county building department where the house sits decides. In Fort Collins, a bathroom alteration or layout change, or any work that replaces or moves valves or pipes, needs a residential remodel permit, while tile, paint, cabinets, countertops and like-for-like fixture swaps don't. In unincorporated Larimer County, renovations and most plumbing and electrical work need a County permit.

Do I need a permit to replace a toilet, sink or vanity in Fort Collins?

Not when it stays where it is. The City exempts repairing, maintaining or replacing sinks, faucets, drains, showers, tubs and toilets if no valves or pipes are replaced or rearranged, and cabinets and countertops are exempt finish work, so a like-for-like vanity and toilet swap needs no permit. Moving the toilet or the sink drain does. The City also notes that permit exempt does not mean code exempt.

What happens if you redo a bathroom without a permit?

The work can come back to you. Building departments can require a permit after the fact and ask to see plumbing and wiring that is already covered, and unpermitted work can surface when the house is sold or inspected. Fort Collins Building Services (970-416-2740) can explain how the City handles work done without a permit.

How much is a remodel permit in Fort Collins?

It is based on the job's value, materials and labor: $105 up to $2,000, then $15.50 per additional $1,000 up to $25,000, $10.50 per $1,000 from $25,000 to $50,000 and $6.50 per $1,000 from $50,000 to $100,000, plus sales tax on the valuation. A $15,000 bathroom comes to $306.50 and a $50,000 kitchen to $724 before tax.

Can a homeowner pull a remodel permit in Fort Collins?

Yes, for their own home. The City exempts owners working on their own single-family residence from contractor licensing, with conditions, and asks for a Homeowner Affidavit with the permit application when the homeowner is doing the work.

What paperwork does a Fort Collins remodel permit need?

The City lists a building permit application, a Homeowner Affidavit if the owner does the work, a Construction Waste and Recycling Declaration of Responsibility, a Construction Waste Management Report, and a Residential Energy Code Compliance Form when an unheated space becomes heated.
